Owen was named after his uncle 'Owen Richard Gard' who died in 1917 at the battle of Polygon Wood. He too enlisted in the army on the 5 Oct 1940 and was discharged on the 19 July 1941. He attended the South Australia School of Fine Arts and Crafts. After some years of teaching art, he studied portraiture in Melbourne under acclaimed artists Sir John Longstaff & Max Meldrum. In 1950 he moved to Perth to paint portraits full-time, and in 1954, established the Western Australia Academy of Fine Arts. Owen carried out overseas commissions and exhibited work in New York from 1962 to 1965. It was during this time that he gave two large paintings of Australian Olympians Herb Elliott & Shirley Strickland to the new National Art Museum of Sport. Owen later returned to Australia to teach and paint portraits, his work hangs in the Parliament of Western Australia and several Museums around Australia.
